腐ってる？

「白血病は整形外科が治療しろ（厚労省の主張）」
「べきべき」
で取り上げた「入院患者が他の専門医にかかるとは怪しからぬ」という厚労省のとんでもない「患者の健康より自分の財布」という態度ですが、それ以後も相変わらずお役人様は「自分たちは正しい」と主張し続けているようです。

※「他科受診」の問題点については……
「入院中の患者の他科受診について　 22年改定部分から」
「入院患者の他医療機関受診の取り扱いに対する緊急改善要求 」（全国保険医団体連合会 ）
「8/29号 「4月改定前に直ちに戻すこと」、入院患者の他院受診問題で保団連」（ｍ３）

　そういえば昨年「モラトリアム？」で取り上げた出産育児一時金の問題も、いまだ何の解決も見ていません。

「平成23年度以降の出産育児一時金制度について」（日本産婦人科学会）l


　ここまで頑なな厚労省の態度を見ていると、もしかしたらその理由は「医は算術」「自分たちは無謬である」という思いこみ以外になにかあるのではないか、と思えてきました。
　たとえば「権力を振るう楽しみ」とか。
　「権力」には、「人が好まないことを押しつける能力」の意味があります。好むものだったら押しつける必要はありませんが、個人が好まなくても社会に必要なものだったらその「押しつけ」は正当化されます（少なくとも権力の側の人間はそう主張します）。で、嫌がる相手にいろいろ押しつけて「どうだ、自分には権力があるんだぞ」とほくほく喜ぶ、という心的動機があるのかもしれません。ただし、王国や帝国だったらその「権力」は王や皇帝に由来しますが、民主主義国家だったらどうでしょう。その「権力」は、国民（の基本的人権）に由来するものではありませんでしたっけ？　　だとすると、国民を害する政策を押しつけて喜んでいる行為は、はたして「権力」の正当な行使と言えるのでしょうか。
　あるいは、腐っている、とか。
　最近たまたま、清朝末期の頃のノンフィクション、それから、禁酒法直前のアメリカを舞台にしたフィクションを続けて読んだのですが、その両者の背景に共通するのは「腐敗役人の天下」ということです。ただし、２０世紀初めのそういったお役人で腐っていたのは「倫理」ですが、今の日本で腐っているのは何でしょうねえ、「論理」？
　ではそういったお役人を効果的に動かすために必要なのは、何でしょう？　　倫理が腐敗した役人の場合には簡単です。賄賂。あるいは個人的便宜。だけど日本では賄賂は効きません（希望的観測？）。だとすると、あまり“裏”に詳しくない私が思いつくのは、「政治家の口利き」「接待」「天下りでの優遇」くらいです。あるいは、相手を上回って腐らせた論理？　　なんだか、そこまで堕ちたいとは思わないのですが、そんな“きれい事”を言っていては何も動かないのかなあ。それは困ります。正直、私はそれほど困りませんが、病人が困るのですよ。
