医学部新設

　「医学部新設、３私立大が準備　認可なら７９年以来」（朝日新聞）
>>医師不足が言われるなか、国内の三つの私立大学が、医学部新設を目指し、準備を進めていることが分かった。
>>設置を検討しているのは、国際医療福祉大（本校・栃木県大田原市）、北海道医療大（北海道当別町）、聖隷（せいれい）クリストファー大（浜松市）の３大学。いずれも看護や福祉系学部を持ち、大学病院や関連病院もある。

　私がこの記事を読んでまず想起したのが「法科大学院」でした。こちらは「司法制度改革」の太鼓が高く鳴らされる中、各地で続々作られて学生を集めましたが、その結果は……不幸な人の大量生産と「質が低い学生が多い」という不満の大合唱。その結果、そろそろ「淘汰」が始まって、さらに不幸な人が生産される見込みです。
　「とりあえず制度を変えてみる。とりあえず新しいものを動かしてみる。その結果拙かったら、変更を加える」はアリだと思います。「未来の完璧な予測」なんて誰にもできませんから。ただその場合でも「高い理念の提示」「明確な基本方針」「現実の変化に合わせた柔軟な態度」が揃わないと「メロディ・ハーモニー・リズムがばらばらの音楽」になるだけです。で、法科大学院の場合「メロディ」は素晴らしかったのに、「ハーモニー」と「リズム」がみごとにばらばらだったようです。「自分の歌唱力に酔っている人」にはその“音楽”のできはわかっていない様子ですが。

　さて、医学部の場合はどうでしょう。医学部新設が日本の医療に大きな変化をもたらすのは約20年後のことです。その時の日本の医療の見通しとそれをにらんでの具体的計画は、どんなものなんでしょう？　　そもそもそんな「計画」の提示がありましたっけ？
　「今の日本の医者不足」を解消するために「20年後に医者が増えます」はずいぶん迂遠な策に私には思えます。もちろん何もしないよりはマシかもしれませんが、「“副作用”がなくて即効性のある政策（たとえば、医者でなくてもできることは医者でない人間がやることで医者の有効活用を図る、くたびれた医者をリフレッシュして長持ちさせる、野に埋もれた医者を活用する）」をなぜ“今”始めないのか、不思議な気持ちです。
　ついでですが、朝日新聞は「日本医師会は医師増員に反対している」と主張しているようですが……アンケートでもとったんですかねえ。私も日本医師会の会員ですが、私は医師増員には基本的に賛成です。そうそう、これまで「医療費が増えたら日本は滅びる」論で頑張っていた人たちにもマスコミはアンケートをして欲しいな。「医者を増やすことに賛成ですか？」と。手始めに中医協の委員たちから始めてみたらどうでしょう。もちろんマスコミ自身の意見も知りたいものです。これまでどういう主張をしていてこれからどういう主張をしていくのか。

　結局朝日新聞としては「気になる事項」の最優先は「金勘定」なんですね。医学部新設で私が気になる最優先事項は、「人的資源の確保」次が「ソフト面」なんですけどね。質の高い教育・訓練スタッフをどうやって揃えるか、20年後の日本に対応できる新しい医学教育システムをどうやって構築するか、それがとても気になります。
