「ガラパゴスの祈り」

―Midnight Grace from the Galapagos ―

　これまで、国民に情報が渡ると収拾が利かなくなるかもしれないとでもいうかのように、権力者は自分に都合の悪いさまざまな情報を力で封じ込めてきた。

　新聞や放送はもとより演説は、嘘でも何でもよかった？

　いま、中東イスラム圏の人々が騒ぎ始めている。

　その波は、アラブそしてアフリカへ。

　携帯やインターネットが普及したのと期を同じくして。

　遠くから見ているだけの呑気な日本。世界のガラパゴスと言われている。食糧、石油、鉱石、木材、いろいろなものを輸入している日本。世界がどんなに変わっても、日本はこれからも今まで通りに生きていけると、連日、報道は「おだやかな日本のふるさと」の風景を刷り込むのに必死です。

　ま。そんなものかも。。。なんて、お茶しながらテレビ見て、片手で猫のしっぽを撫でている場合じゃない。

　のに。。。のに。なんなの。こんな真夜中にのんきにブログして楽しむわたし。「日本がどうかこれからも地球のガラパゴスでありますように。。。」って、お祈りしなくちゃ。寝る前に。

　でも、このリビアの急激な人口増加はいったい何。（下図参照↓）

　1965年には100万ちょっと。今は650万。どんどん増え続けて、2030年にはおそらく850万人とも。リビアの混沌をテレビで見るときはこの図を思い浮かべなくちゃ。

　民衆は幸せ？それとも不幸？どっちなの？

　答えないと今夜も眠れないわ。

 　―Midnight Grace from the Galapagos―

　All powers-that-be has tried to forces back all kinds of information unfavorable to their own powers, as if informed people should get out of control. Any speech as well as newspaper and broadcast would have been fine, even if not telling the truth? People in the Middle East are now raising a clamor of protest. The wave attacks Arab world and Africa, at the same time when cellular phones or the Internet has spread among people.

　Japan is called the Galapagos of the World, as if we were watching them with distant eyes. Japan imports various materials such as food, oil, ore, lumber, etc. The media are desperately struggling every day to imprint peaceful ‘Sato’ (small community balanced with nature and habitants in Japan) in people’s mind: even in a period of upheaval around the world, Japanese would be able to survive as we have always been so.

　I’d say, well, that's just the way they are. But it’s not the time for watching TV sipping a cup of green tea, fiddling with a cat’s tail.

　But oh, dog my cats! I take it easy and enjoy posting a blog in the dead of night. I should pray before going bed Japan may remain the Galapagos in the blue planet.

　However, what should I make out of a rapidly growing population in Libya?　(See Figure above.↑)

　The country had a population of a bit over one million, and now 6.5 million, increasing by leaps and bounds, possibly up to 8.5 million in 2030. When I see a chaos in Libya on TV, I must think of this figure.

　Will you tell me whether it’s a blessing or a course to people?

　I can’t sleep tonight again until I answer the question.

「どーしてそういうことに？inリビア」 

　　ーHow did that come about?ー

　リビアは中東の石油産出国の典型的なモデルといってもいいかもしれません。リビアのこれまでの石油産出量の推移を見てみましょう。

　図は、エネルギー関連記事を幅広く扱う今年2月21日付の機関誌「オイル・ドラム」からの引用です。http://www.theoildrum.com/node/7528

　リビアにおける石油生産量の2010年までの実績と2030年までの予測です。

記事によると、1990年以降の一日当たりの生産は140万バレルで横ばいであったが、2003年から再び増加に転じ、現在の約230万バレル／日をピークに今後ゆるやかに減少し、2020年以降その傾向は加速するが、それでも2030年には最低160万バレル／日は生産を続けているという予測です。

また、リビアの油田開発は1960年代に精力的に行われたが、その後開発は進まず、1900年以降はほとんど新しい開発はない。リビアの全埋蔵量は、520億バレル（52Gb）と推計され、2007年までにすでにその半分に相当する270億バレルが汲み上げられています。

　今後順調にいっても、近い将来生産量の減少に突き当たるのはどうやら避けられないようです。

この記事が出たのは2月21日。リビア情勢が急変した要素は一切加味されていません。生産量は今後急速に落ち込む可能性があり、世界経済、特に中東に石油の80％以上を依存する日本への影響は甚大です。

　いま、リビア人たちは何を求めて叫んでいるのでしょう。。。

　リビアのこれまでの人口変化をみると、もっと根底にあるものが見えてくるようです。

　人口が増えるほど、国は貧しくなったのでした。

　　　ーHow did that come about?ー

　It’s fair to say Libya is one of the typical countries producing oil in the Middle East. Let’s see changes in oil production in Libya over the past 45 years.

　The figure is originated from the journal ‘The Oil Drum’ dated Feb.21, 2011 which covers a variety of issues concerning energy. http://www.theoildrum.com/node/7528

　It shows annual oil production from 1965 to 2010 and projection up through 2030.

　According to the article, the daily production had been in a plateau of 1.4Mb/d after 1990, and turned up again from 2003 to the present peak of around 2.3Mb/d, which will reduce gradually, accelerating after 2020. Nevertheless it projects the continuous production is possibly estimated at least 1.6Mb/d in 2030.

　Almost present oilfields in Libya were discovered vigorously in the 1960s, but with little or no discovery after 1900. Reserve of oil is estimated at 52Gb, half of which, 27Gb, has extracted until 2007.

　Even if the country goes fine, what it will cream into is a reduction of production in the near future.

　This article was released on Feb.21, with no consideration of chaos in Libya. Oil production possibly heads down, and the impact will be great on the world economy, especially on Japan’s economy which depends on the Middle East for more than 80% of oil.   

　　　What is the Libyan crying for?

　Something much more basic could be understood when we know changes in population in Libya over the past years. The more people gather, the poorer the country is.

「レスキューJAPANがんばれ」

― Rescue JAPAN/ YOU CAN DO IT!―

　2月22日に起きたM6.3のニュージーランド地震で、多くの死傷者がでました。倒壊したビルから助け出された19歳の日本女子留学生は、テレビインタビューでその時の様子を語りました。

「大きく床が揺れたと思ったら床が抜けて、クレージーヒューストンみたいに落ちました。何が何だかわからなくなって。気が付いたら皆がれきの下でした。息苦しくて。真っ暗で何もみえませんでした。幸い、私の下にいた人が落ちた時にクッションみたいになってて。。。周りの人は苦しんで叫んでいて、手とか足ががれきの下になってて。誰かの手を引っ張ってもビクともしなくて。。。。」

　彼女は、幸い左足の軽い捻挫で済みました。まだ行方不明になっている日本留学生が十数人以上いると聞いて急に涙ぐんでいました。

　2月24日に、日本から災害救援隊が現地入りしましたが、25日になっても生存者の救出はひとりもいません。

　ニュージーランドは日本より３時間早い時差で時計が回っています。日本の午後に実況放送されるとき、現地はすでに暗くなりかけています。

― Rescue JAPAN/ YOU CAN DO IT!―

　Many people are killed or injured in 6.3-magunitude earthquake on Feb. 22 in New Zealand.  A 19-year-old Japanese girl student who was pulled alive from a collapsed building described her experience in an TV interview as follows:

“I felt the floor shake violently, and then it collapsed suddenly. We’ve fallen to the ground in no time like Crazy-Stone. I didn’t know what happened until I realized we were trapped under rubble. I choked and couldn’t see anything in the darkness. Luckily people under my body became a cushion when I fell. People around me cried at pains with their legs or arms buried under rubble. And I tried to pull someone’s arm. But I couldn’t move it an inch.”

　Fortunately she escaped with a minor twist of her left leg. She was nearly in tears to hear that more than dozen students were still missing.

　A Japanese disaster-relief team has arrived there on Feb. 24, but it has not yet been able to rescue a missing alive on the 25th.

　A clock in New Zealand goes ticktock 3 hours ahead of Japan. When we see the situation covered live on TV in the afternoon, it seems to be getting dark there in New Zealand.

「ついにリビアに火の手」

― Raging Fire Storm in Libya ―

　リビアの首都トリポリで21日、カダフィの退陣を求める市民の反政府デモに向けて軍戦闘機が空爆しました。カダフィ大佐は市民の蜂起に対する武力弾圧の姿勢を崩していません。数々の奇行で知られる独裁者カダフィは、国外逃亡が噂されています。

　22日、トリポリは雨のはずでした。

　カダフィはその日、国営テレビに姿を現し、車のドアを開けて運転席に座り、白い大きな傘をさしながらインタビューに答えました。報道カメラのレンズに雨の水滴がかかる様子もなく、記者も傘をさしていない。彼はこれからトリポリの緑の広場に向かい、市民と対話するという。

　アルジャジーラテレビによると、度重なる市民デモへの無差別殺戮ですでに500人以上の死者が出ているという。

　そんな中、軍の将校らがカダフィに反旗を翻し、兵士たちが分裂し内戦状態へ突入しているようです。

　世界8位の原油埋蔵量を誇るリビア。中東の混乱は、今後、世界経済に大きな影響を及ぼすことでしょう。ちなみに、原油市況は「アラブの嵐」が始まって以来、このところ鰻登りに高騰を続けています。

　　― Raging Fire Storm in Libya―

　On Feb.20 at Tripoli in Libya, military fighters attacked the antigovernment rally attended by citizens who call for Colonel Qaddafi to step down. However he insists that citizen’s uprising should be put down by force.  Rumors are that the dictator Qaddafi, known for many topics of eccentric behavior and verbal abuse, has already left the country.

　On the 22th, it was supposed to be rainy in the nation’s capital, Tripoli.

　On that day, Qaddafi appeared on state-run television and gave an interview, keeping the car door open, and taking the driver’s seat with a large white umbrella up.

　From the look of it, we could see no droplet of rain water over the lens of the camera and no reporters with open umbrellas. He said that he was thinking of going to the Green Square in Tripoli to talk with citizens.

　Al Jazeera television reported that more than five hundred people were killed by repeated indiscriminate mass attacks to citizen’s rallies.

　Meanwhile, some military officers decided to rebel against him, which has divided soldiers into a civil war.  　

　Libya has the eighth largest oil reserves in the world. Chaos in the Middle East will have a great impact on world economy.

　In fact, petroleum market has kept rising in these days after the onset of a storm in Arab world.

「どこの話？って言わないで。」
― Don’t ask me Where It Is.―

たいてい。。。

料理の腕前についてコック長がいちいち客に説明しません。

飛行機の墜落の不安を取り除くために、パイロットが一人一人の乗客に説明しません。

コンビニの店員がおでんの食品安全性についていちいち説明することもありません。

忙しいんですね。どこも。

「当り前じゃん。何の話？」

と、お思いの方。わたしのはなし。そんなにつまらない？

ホテルの受付が、朝食のメニューを30分以上かけて説明することもありません。

どこにいっても、スタッフは皆忙しいんです。

必要最低限の説明だけします。だよね。

　「充分じゃん！」

って思うでしょ。

でも、世の中には忙しいのに色々説明して同意を取らないといけないところがあります。

　「へー。どこ。それ？」

って聞きたくなるでしょ。

１時間以上説明して、予約の枠を取って、人員もスペースも器具もそろえても、直前に本人とかその家族が電話一本で「やめました」と言えます。

説明料？　ただです。

　　　　違約金？　取れません。

これを、「出来高払い」といいます。やってないなら、お金はとれません。「だから、どこ？」なんて、当り前なことわたしにきかないで。

　　　― Don’t ask me Where It Is.―

　Most chefs don’t explain their cooking skill in detail to their guests.  Most pilots never explain away every passenger’s fear of airplane crash. Convenient store stuffs never explain food safety of oden from moment to moment to customers.

Someone would say, “Duh! What are you talking about?”

　　Am I talking rubbish?

　Stuffs are busy everywhere. Hotel receptionists don’t explain the menu of breakfast for over half an hour. Wherever we go, stuffs are really busy.

　You may say “What do you expect?”

　They do just minimum explanation, don’t they? But there’s a place where stuffs have to explain to get consent in detail even when they are busy.

　You may ask “Heh～,where is it?”

　After explaining for more than an hour, making an appointment, and preparing stuffs, space and instruments, an individual or his family can cancel an appointment in the last minute on a cellular phone.

　How about an explanation fee? Free of charge. How about penalties? No charge.

　This is called fee-for-service system. No results, no money. You know where it is. Don’t ask me.

「医師は雑用スーパーマン？」

―Doctor: Superman to perform odd Jobs?―

　高齢者がどんどん増えています。病気を見てほしいという人がこれからもっと増えてきます。

　これからの日本の医療どうなるのか予測がつきません。

　「西欧に比べて日本は医師が少ないんだ！」

　「もっと医学生の数を増やせ！さっさとしろ。厚労省！」

。。。って、厚労省が招集した懇談会で誰かがイラついてワメイタらしい。

　民間病院責任者の正直な意見のひとつかもしれません。でも、これは、うどん屋の店主に日本蕎麦を講釈しているようなもの。

医学部の定員をどうするか。。。

決めるのは、厚労省の管轄？

文科省？

国民？

　仮に定員を増やしても、学生が短期間で医師に育つものでもありません。その前にやらないといけないことがあるはず。現状でも、その人材を効果的に活用する「もっとましな医療体制」です。

　医師は、書類と医事請求、針刺しと採血、クレーマー対応。統計収集に会議etc.にパワーを吸い取られています。

　医師は宇宙から来た「雑用ス－パーマン」ではありません。

―Doctor: Superman to perform odd Jobs?―

　The population of old people has increased steadily in Japan. A much more patients will want to see doctors in years to come.

　You can never tell what about the future medical supplies?

“The number of doctors is a lot fewer than Western nations”, one of the members shouted impatiently at the meeting summoned by the ministry.

“We need more medical students. Now, the Health Ministry! Shake a leg!”

　It may be one of the honest opinions of managers of private hospitals. But that’s like a lecture of Soba (buckwheat noodle) to the manager of a Udon (wheat noodle) shop. Who decides the number of medical students, the Health Ministry, the Education Ministry or the people?

　Even if students increase, they cannot be fostered to doctors in a short period of time. Before that, way to go! Even in the current situation, that would be better medical systems which utilize human resources effectively.  

　Doctors have to spend their energy in paperwork, medical billing, injection, blood collection, management of claimers, statistics collection, meetings etc.

　They are not extraterrestrial supermen from outer space to perform odd jobs.

「アラブの嵐」

―Arab World caught in a Storm―

　30年の長期にわたって独裁政権を維持してきたムバラクが、１月２５日、ついに堕ちた。この動きはチュニジアの「ジャスミン革命」に触発されたとみられていますが、エジプトの民衆の抗議のうねりはどこからきているのでしょう。

　フェイスブックが流した国家機密情報は、またたくまに世界に広がり、それまで知らされていなかった独裁者の姿を民衆の前にさらけ出したのでした。

　民衆は新しく手に入れたインターネットによって、独裁の下にあえぐみずからの貧困と差別の根源を見たのでした。

　一人が民衆に訴え、民衆が民衆を呼び、独裁に反対するデモは嵐のように、国中に広がったのでした。独裁者の豪邸が破壊され、何千年の遺跡や展示館も破壊された。インターネットのアクセス遮断による言論抑圧は、火に油を注ぐようなものだった。

　言論抑圧の中で鬱積してきた不満エネルギーが一気に爆発したかのような１月２５日のナイル革命。ムバラクの公式辞任発表は大規模蜂起の連鎖が始まったわずか１７日目の２月１１日だった。

　でも、この革命には、不思議なことに指導者がいない。イラン革命のホメイニの凱旋のような「宗教とイデオロギー」の選択ではないようです。

　心優しく敬虔なアラブの末裔は、今、どこへ行こうとしているのでしょう。

―Arab World caught in a Storm―

　President Mubarak who had long maintained dictatorship for three decades has finally fallen out of his post on Jan. 25.

　The rising is said to be stimulated by the Jasmine Revolution in Tunisia. Where did waves of people’s protest in Egypt come from?

　State secrets leaked by social network service ‘Facebook’ have spread worldwide as quick as a wink. The information disclosed the truth about the dictator in front of people.

　People caught a glimpse of the origin of poverty and discrimination under a dictatorship by the Internet they have got as a tool.

　A man appealed to people. People appealed to people. The storm of rising against a dictatorship has spread throughout the country. A big house of the dictator was destroyed by people. Ancient monuments and archaearium were also destroyed. The control of speech by blocking access to websites just fueled the fire.

　Energy of people’s dissatisfaction pent up under the suppression of speech seems to have exploded on Jan.25 in the Nile Revolution. It was on Feb.11, the only seventeenth day after the onset of large chain uprising that President Mubarak has officially resigned.

　But strangely enough we cannot find a leader in this revolution the way people decided a religious or ideological stance when they welcomed Ayatollah Ruhollah Khomeini to home in the Iranian Revolution.

　Good-natured and pious descendants of the Arabian; which way are you going to turn?

「人に聞けないこと」 　
　 

― The Question Not To Be Asked―

　　　人間って何？

　「またかよ。このクソ忙しいときに。何言い出すんだよ。」って、思われる方も、全国津々浦々、大勢おられることでしょう。
　　

　だよね。みんな忙しいですもの。インフルエンザワクチンに、肺炎球菌ワクチン、子宮頸がんワクチンで頭がコンガラカッてる今日この頃。「人間って何」なんて。。。 頭がイカレちゃったの？ みたいに思うでしょう。

　でも、ちょっと考えちゃいません？ ある日突然、いったいわたしたちは何をしようとしているのか。。。 って、立ち止まるはず。

　廊下で人に話しかけると、何が言いたいんだって、言われるかしら。「人間って、何？」なんて尋ねると。
　
　

　きっと答えてくれません。 「え？俺のこと？」みたいにしか、返ってきません。

でも。。。

水増したリースを足長おじさん（世話人）たちと一緒に契約させて、そのお金を○●銀行（元△■銀行）の貸付係が足長ペーパー株式会社に流したりしていたと知ると聞きたくもなります。人間って何って。お金はどこに流れたの？

　そこで、「人間」を「あなた」に置き換えて味方の男の子に同じ質問をしてみました。「あなたは何？」って。腕を組んでいた弁護士が不機嫌そうに言いました。「オレは弁護士だっ。」って。

　職業答えてどーするのかしらん？聞くもんじゃないわね。こんな質問。シラケテうつむいてしまいました。

　今日のお題は、聞きたくても聞けない人類最大の難問「人間って何」でした。

― The Question Not To Be Asked―

　
What are human beings?

　A lot of people throughout the country would say: 

“Not again! What are you blabbing about when everybody is too busy?”

　Indeed. Everybody is too busy. We’re now messed up in the head with vaccination against flu, cervical cancer and pneumococcus. My question ’What are human beings?’ makes you think that I’m going crazy.

 　But you may think for a moment. One day you’ll just have to stop suddenly to think about what we are going to do.

　
　When I speak to a boy in a hallway and ask him what human beings are, he would say what I am telling him for. He would never answer the question. He will react by saying, ‘who me?’

　But I just want to know what human beings are when I realized that a loan officer at ○●Bank (the former△■Bank) has supplied money illegally to caretakers’ paper private Co., Ltd., after making me close a contract of the padding lease. I want to know the flow of money.

　Replacing human beings with another word ‘you’, I asked a boy in my side the same question. The lawyer replied in a frowning tone with his arms crossed; I am a lawyer!

　What is he going to do by answering his occupation? I shouldn’t have asked him what he is. I felt disappointed and lowered my eyes.

　Today’s topic is the most difficult question about what human beings are which we cannot ask even if we want to.
