A "stronger, smarter and more comprehensive strategy"

Not to deny resources to Afghanistan because of existing commitments to Iraq - and here international help was needed

To recognise the connection between the future prospects of Afghanistan and Pakistan

その目的にアメリカが示さなくてはならないのは、オバマ氏が言うには、

• １．「アメリカは、より強く、より聡明に、より共感を受ける戦略が必要である。」ということ。

• ２．「その戦略とは、イラクで約束したように、アフガニスタン自身の力を信じることであり、ここにきて、いまや国際的な協力が必要である。」ということ。

• ３．「アフガニスタンとパキスタンの将来は切っても切れない関係にあることを認識するべきである」ということ。

He said that Richard Holbrooke had already been appointed as the US envoy to both Afghanistan and Pakistan in order to facilitate this new shared perspective on both countries.

In Afghanistan, Mr Obama said a further 4,000 US troops would help train up the Afghan army and police - in addition to the 17,000 troops whose redeployment to Afghanistan has already been announced.

They will join some 38,000 US forces already on the ground.

Mr Obama said more help for training would also be sought from Nato allies, in order to build an Afghan army of 134,000 and a police force of 82,000.

And to help reinforce Afghanistan's crumbling civilian infrastructure, he said, hundreds of US advisers including agricultural specialists, engineers and lawyers would be sent to the country.

He said this would help address the Afghan's government problems with corruption and the delivery of basic services.

Speaking after the president's announcement, Ambassador Holbrooke said some US allies had already privately promised extra troops for the region.

In Pakistan, Mr Obama said American help would be needed to go after al-Qaeda, which Mr Obama admitted was "no simple task".

But he said this would not amount solely to "bombs and bullets", adding that the success of this plan depended on the strength of the embattled Pakistani government.

So, he said, he was calling upon Congress to pass a bill authorising a tripling of US spending in Pakistan to $1.5bn (£1.05bn) each year over the next five years, to help rebuild "schools, roads and hospitals".

But he said this was "no blank cheque" - and Pakistan would have to demonstrate its own commitment to rooting out the "cancer" of al-Qaeda and its allies.

The instability there was underlined on Friday, when a bomb attack on a mosque in north-west Pakistan killed dozens of people.

We are sort of seeing here what has happened before in an earlier American administration during the Vietnam war when we heard about "going in deeper to come out quicker". This as, the new American Afghan shift announced by Obama would not work. Afghans don't want Americans in their country so they should leave the Afghans alone. Since it would appear Afghans would rather fight than co-exist with even their friends, they should be left alone to fight amongst themselves.

以前のアメリカ政府のときのベトナム戦争のことをちょっと考えてるんだけれど、「深く侵攻してさっさと切り上げる」とか、言ってたね。

今回、オバマが言うアフガンへの兵力のシフトはうまくいかないよ。

だって、アフガンはアメリカ人には来てほしくないんだ。だって、アメリカ人は結局アフガンを見捨てるんだろ。アフガンはたとえ友人であろうと、共存するよりは闘う、ということがはっきりしているから、アメリカに取り残されたあと、彼ら同士で戦うつもりなんだろ？

I've been in a war, does that give me license to tell you that we need to finish the job? Were it up to people like you we would have lost both Iraq and Afghanistan. We've all but won one and need to focus on finishing the other.

君のそーゆー論理からすると、君はタリバンの人間の盾にでもなるつもりなのかい。

俺も戦争に行ったことがあるよ。だから、俺は言う権利があると思うよ。「こういう戦争を止めないといけないんじゃないかな」って。イラクでもアフガンでも両方とも負けることになったら、君のような人たちのせいかもね。

まだ、ひとつも勝ってないんだ。どっちか一つをやめることを考えた方がいいぜ。

オバマが公式に謝ったんだ。アルカイダはCIAがこしらえたもので、ソビエトのアフガン侵攻のあと、アメリカがアフガニスタンを完全に無視したってね。---というsamに。

Obama is on the right track and making reasonable decisions. But a lot of Taliban funding is coming from affluent Western recreational narcotics users. Cut off the funding by "conscripting" these drug users to serve in Afghanistan/Packistan as revetment and latrine diggers. Probably be more conscripts than Taliban soldiers when you're done. It would definately affect the use/abstain decision making process of the uncaught affluent recreational narcotics users still living the good life.

　オバマは真っ当だし、リーズナブルな決断している。でも、タリバンの資金は、裕福な西欧のお遊びヤク漬けのお蔭さ。こういうヤクにやられた奴らを徴兵してタリバンの資金を断つことさ。兵としてアフガニスタンやパキスタンへ送って、護岸工事や野営のトイレ掘りに奉仕させるといいんだ。きっと、タリバンよりずっと多くの徴兵ができるぜ。こうすることで、捕まらないでぶらぶらして、いい生活している裕福なヤク漬けどもも、ぜったい、ヤクをやるべきか止めるべきか、少しは考えると思うよ。
