科学と科学的知識の利用に関する世界宣言

・1999年7月1日にブダペスト宣言が出されて10年たっていたのですね。先の９月９日に日本学術会議がシンポジウム開いていたということですが、知りませんでした。

それは、さておき、この機会にこの宣言書を読んでおくのもよいので、下に宣言が載っているサイトを貼り付けておきました。

医師も科学者的な側面もあるので、読んでおいた方が良いでしょう。

ちょと、私が気にいったり、重要と思った所を抜粋。（前後の文脈がないとなんのことやらわからないので、ぜひ本文を読んでください）

科学のあらゆる分野から得た知識を、濫用することなく

自然科学が招来する恐れのある負の効果

さらに社会的な不公平や疎外も助長した。一例を挙げれば、科学の進歩が、在来型兵器も大量殺戮型兵器も含めて、高性能兵器の生産を可能にしたのである。今や、新兵器の開発や生産に費やす財源を減少させ、軍事産業や軍事研究設備の少なくとも一部を民生に転用することを奨励すべき時である。

一般社会の科学に対する信用と支援を、さらに強化することを目指さなければならない

科学のほとんどの恩恵は公正に分配されていない

科学教育は、人間開発、内在的な科学的能力の涵養、積極的で情報に明るい市民の育成に欠かせぬものである

公的分野に属する情報やデータへの完全かつ開かれたアクセスの必要性

科学者たちは他の主要な関係者たちとともに、倫理的に誤っていたり、負の効果をもたらすような科学の応用について、警告を発すべき特別な責任を有している

民間が財政負担を行う科学研究は、社会経済発展にとって重要な要素となっているが、そのことは公的財政負担による研究の必要性を排除するものであってはならない

科学者たちの世界的な広がりをもった協力は、世界の安全にとって、そして異なった国々、社会、文化の平和的な相互作用の発展にとって、貴重で建設的な貢献をなすものであり、核兵器を含む軍備縮小へのさらなる歩みを勇気づけるものとなろう

社会正義に向けた確固たる視点を持つべきである

未来の世代に対する責任

科学教育のカリキュラムには、科学倫理、歴史、哲学、そして科学の文化的影響に関する課程が含まれるべきである

世界中の政府と科学者たちは、貧困な保健衛生や、国家間の、あるいは国内での社会集団間の衛生状態の不公平に関する複雑な諸問題に対して、保健衛生についての高度で公平な基準を設け、またすべての人びとに対する衛生管理の質の向上を目指すなどして、立ち向かわなけれならない。このことは、科学・技術の進歩を利用し、すべての関係者の堅固で長期的な協力関係を充実させ、このための諸計画を動員するような教育を通じて行われなければならない

＊上記「科学」を「医学」に読み替えれば、現代医学の課題が明らかになるような気がします。

＊＊この宣言は1991年採択ですが、残念ながらその後の１０年は、この宣言に反することが多々起こったのではないかと思います。今度１１月ブダペストで開催される世界科学フォーラムで採択される（？）宣言は、どんなのものになるか興味深いものがあります。

 

以下日記

本日は、朝7時すぎに病院着。病棟は落ち着いており、安心。午前の外来もそれなりにつんでいたけど、一応clear。今、一番頭が痛いのがインフルエンザワクチンで、過去の当院の実績から言って入荷する量が少ない。どうしたものか．．．考えるけど、無いものは無いですね。

午後は、管理会議でしたが、3時間弱で終わって良かった。2時間にならんかなあ。その後、残っている内科学会セルフトレーニング問題をして、帰宅。夕食チヂミでした。

インフルエンザでご無沙汰していました。

先日のお話ですが、冷えたカレーをお弁当にいれて早弁するとめっちゃうまかったです。

あと福神漬けがないと大変悲しくなります。嫁がたいてい買い忘れるので....
