医・食（職）・住：京都０番地（40番地）

・この連休は，病院に行かずにすむかという淡い期待は，もろくも潰え去りました．そもそも，日ごろ「連休など，ないっ！」と自分に言い聞かせているはずなので，ひょっとしたら，一度も病院に行かなくていいんじゃないかという「煩悩」がどうしてもあり，まだまだ「解脱」できない自分を感じております．

・本日，状態の悪い患者さんを診ながら，たまっている書類の整理をしておりました．その中で，きちっとみていなかった「京都０番地」に関するＤＶＤを全部みることができました．（早送りだけど）

・私は，あまりＴＶを見ないので知りませんが，『映像９９』といったドキュメンタリー番組があった（ある？）のでしょうか？本日見たＤＶＤは，その番組の録画で「消えゆく40番地」というものでした．（ある新聞を見ていて，そこの学習をしているところがあって，そこに連絡して資料をわけていただきました）

・0番地or４０番地とは何かと説明するのは，私の能力の限界を超えているので，「まめもやし」というＮＰＯのインターンシップの説明を貼り付けます．

東九条地域は、京都の中でもとりわけ在日韓国・朝鮮人の人々が多く居住する地域です。

この地域は、老朽化した家屋の密集が著しい地区や、かつては鴨川と高瀬川の間の土手に小さな家屋が立ち並ぶ「不法占拠集落」のあった地区が含まれているなど、周辺からの差別と、火災や水害などの歴史を刻んできました。ここで地域福祉の観点から住環境整備など、まちづくりを支援する特定非営利活動法人が「東九条まちづくりサポートセンター（通称：まめもやし）」です。

 私の補足：東九条の鴨川河川敷の地域が０番地と言われたり，４０番地と言われたりしておりました．「不法占拠」のため，水道・下水，電話の設置等なされていなかったとのこと．

 

・いろいろ考えさせられましたが，感想をちょこっとだけ．私が研修医時代に見た倉敷市水島の在日朝鮮・韓国人部落のバッラクと似たような映像がありました．バラックというものを見たことがない人は，こういう映像をみてほしいですね．（本当は，実物を）疾病というのは，生活・（住）環境が大いに影響するのですから・・・それにしては，このドキュメンタリーでは，医療・公衆衛生のことが述べられてなかったですが，疾病，とくに伝染性疾患はどんなだったんでしょうね？

・べつに在日韓国・朝鮮人でなくても劣悪な住環境にすんでいる方はおられます．病院にいるだけでは，決して分からないことが，訪問すれば明確になることは，多々あります．Dr.はじめ医療従事者は，機会をみつけて「家庭訪問」が大事だと，最近つくづく感じていますし，医療・介護の観点からも，住環境の整備が現在の日本の課題の一つではないかと思っています．

・ただ、住居というのは、住めればよいというものでもないですね。他人が見たら、古い、汚いといった住居でも、そこに住む人の歴史・思い出があるものです。ＤＶＤの最初の方で、住居が壊されていく映像がありましたが...

40年以上前こどもの頃住んでいた田舎の貧乏人が多い町で、その隅っこにかためられて韓国朝鮮人の方が住まわされていた長屋がありました。小生のほうがけんかやいじめも受けましたが、ふだんはよくいっしょに鬼ごっこなどをして遊んでいました。大人は逆に彼らの親たちがものすごく差別され苦しんでいたはずです。あの子ども達は今どうしているんだろう、と時々思うことがあります。

私も、あのバラックに住んでいた方々が、どうなったのかなと思います。ただ、別に民族の差別/区別無く一緒に生活できればＯＫではないかと私は思います。（いや、民族の文化を守らなければならないといった意見もあるでしょうが．．．）
